SUBJECT: JOSE ARRIOLA
Pursuant to a request received from Chief LEPPIG concerning
the
property at 7650 S.W. 128 Street belonging to HENRY B.
SOWERS, the
following information was gathered.
The house and property was checked personally on Thursday,
May 25, 1961
at which time, it was being cleaned by a group of five Cuban
refugees
who had been sent by Ex-Cuban Naval Commander RENATO DIAZ
BLANCO.
BLANCO maintains an office at 1649 N. W. 9th Avenue, Miami,
Florida,
phone FR 7-2927.
In general, the house is in fair condition and is as clean
as could possibly be expected without a complete painting.
The group of Cuban refugees that had been living in the
house are now
alleged to be imprisoned in East Havana at the Naval
Hospital as a
result of the April 17, 1961 invasion of the Island of
Cuba. The
personal belongings of 13 of these men are still in the
house locked in
sea bags. Name tags are on six of these and are as
follows:

(2) EDUARDO GUTIERREZ FALLA
(3) FRANCISCO DE LA CAMARA ARGUELLES
(4) LUIS RODRIGUEZ DIAZ
(5) LAUREANO F. GUTIERREZ FALLA
(6) RAFAEL MEDRANO MASTRADA
There is also a large closet in the hall which contains
several dozen
old shoes and some odds and ends of furniture. No
furniture of
any value was to be found on the premises. There were,
however,
some 30 odd folding cots stacked in one of the bedrooms.
Several telephonic contacts were made with BLANCO who is
ARRIOLA'S
immediate superior in an attempt to find out what he
intended to do
about this property as the rent will be in arrears this
month
(June). ARRIOLA has failed to contact this Unit after
several
urgent requests were made for him to do so.
The Keyes Real Estate Company was also contacted and a copy
of the
lease was read to the writer by a Mr. HOOPER who handled the
arrangements for the property rental between Mr. SOWERS and
ARRIOLA.
Terms of the lease are for 12 months which commenced
November 24, 1961
at which time two months rent was paid; the first month's
rent which
was $95 and an additional $95 which represents an escrow or
the last
month's rent in the event no damage was done to the
property.
Mr. HOOPER advised he has a family interested in the
property who are
willing to pay $110 monthly rental in the event Mr. SOWERS
desires to
make a new lease.
Based on the lack of cooperation shown by ARRIOLA and the
condition in
which the property was left, possibly Mr. SOWERS best course
of action
would be in terminating this lease.
